WHITCHURCH (CARDIFF) GOLF CLUB : LOCAL RULES – April 2019

1. OUT OF BOUNDS (Rule 18-2)
a) Beyond any wall, hedge, fence or line of white stakes defining the boundary of the course.
b) The Clubhouse, Practice Putting Green and Car Park areas.

2. PENALTY AREAS (Rule 17)
a) Penalty areas are defined by red or yellow lines and indicated by red or yellow stakes.
b) When playing the 18th hole, the yellow penalty area on the 1st hole is to be played as a red penalty area.

3. ABNORMAL COURSE CONDITIONS (INCLUDING IMMOVABLE OBSTRUCTIONS) (Rule 16-1)
a) All fixed sprinkler heads and control valves, artificial winter teeing areas, winter green holes and their covers are immovable obstructions and relief may be taken under Rule 16-1b.

b) Immovable obstructions close to Putting Greens. Model Local Rule F-5 is in effect. For a ball in the general area, the player may take relief under Rule 16-1b if an immovable obstruction is on the line of play, and within two club lengths of both the putting green and the ball. Exception - no relief is available under this Local Rule when the line of play chosen by the player is clearly unreasonable.

c) Drain holes near the back of the 8th, 10th, 13th & 17th greens may be treated as immovable obstructions when the ball lies on the putting green and the drain hole is on the line of putt. Relief may be taken under Rule 16-1d.

d) Gravel covered drainage channels may be treated as immovable obstructions. Rule 16-1b applies.

e) Wooden chipped pathways, artificial pathways and the wooden edging of these pathways. Rule 16-1b applies.

f) Young trees identified by stakes which must be attached to the tree by a binding. If such a tree interferes with a player’s stance or intended swing, relief must be taken as prescribed in Rule 16-1f.

g) Painted blue markings, indicating Junior Tee areas, are to be treated as ground under repair whereby relief is allowed as per Rule 16-1b. Interference does not exist if the markings only interfere with a player’s stance.

h) Ground Under Repair areas are defined by white paint or clearly labelled as such. Rule 16-1 applies.

4. WRONG GREEN (Rule 13-1f)
The Practice Chipping Green and Turf Nursery to the left of the 17th Green are to be treated as a wrong green. Rule 13-1f applies.

5. PROCEDURES FOR SUSPENSION OF PLAY (Rule 5-7b)
The specimen condition in the Rules of Golf (Rule 5-7b) applies: -
a) A suspension of play for a dangerous situation will be signalled by a prolonged blast of the klaxon, players must cease play immediately and leave the golf course at the earliest opportunity.

b) Other suspensions will be signalled by three short blasts of the klaxon, players may elect to complete the hole they are playing if they so wish before ceasing play.

6. STANDARDS OF PLAYER CONDUCT (Rule 1-2)
Players are required to adhere to the Whitchurch (Cardiff) GC Code of Conduct. Full details may be found on the Club Noticeboard.

7. TEMPORARY LOCAL RULES
See noticeboards in Clubhouse.

NOTE:    

a)    150 yard markers are measured to the centre of the green.
b)    Balls hit out of bounds must be reported to the Administration Office.
